The hotel quarantine inquiry has determined the entire State Labor government failed the people of Victoria, therefore no one person or single department is responsible for the decisions in the hotel quarantine system. Decisions which caused Victoria’s 2nd wave and the death of more than 800 Victorians, as well as billions of dollars in economic damage are now attributed to no one.
