Will we actually be “free” when Australia reaches an 80% vaccination rate?

In Israel, 80% of the population was “fully vaccinated”, however the definition of what constitutes “fully vaccinated” is now being changed from 2 doses, to 3 doses.

So what exactly does “fully vaccinated” mean?

What if anything can Australia learn from the Israeli experience as we target an 80% vaccination rate to obtain “covid-normal freedoms”?
